Introduction of the Queensland Parcel Post Service in 1892

An excerpt from the Report of the Post and Telegraph Department of Queensland for 1893 on the introduction of the Queensland Parcel Post Service in 1892

THE PARCEL POST.
"The Post and Telegraph Act of 1891" having authorised the establishment of the Parcel Post in Queensland, the necessary accommodation was provided at the Chief Office by the adaptation of two rooms vacated by the Post Office Stores on amalgamation with those of the Telegraph Branch. The requisite alterations were made at a very moderate cost; and this, together with providing the necessary material for carrying on the business, has been almost the only expense to the Department in connection with the inauguration of this branch of the Postal Service, no additional accommodation having been required at any of the country offices. The officers at the Chief Office whom it has been necessary to detail for parcel work have been provided by a re-arrangement of the staffs of the Dead Letter and Registration Offices. The premises have proved very suitable for the purpose, as they adjoin the mail rooms, thus affording the desired facilities for working the parcels in connection with the ordinary mails, saving both labour and expense; they they are also conveniently situated for the public, the entrance being a continuation of the verandah used for the purpose of posting all other mail matter.

Inland and Intercolonial parcels were first received on the 14th of January, those for the United Kingdom on the 6th of February, and for Foreign places, vid London, on the 1st of April; the only intercolonial exceptions being New South Wales, where the necessary legislative sanction had not been obtained, and New Zealand, where arrangements had to be made for a distinct sea service, involving a little further delay. Direct parcel exchanges have now been arranged with India, Ceylon, and Egypt; negotiations are also pending with the Straits Settlements and the Cape Colony, which will probably be successful as soon as the necessary sea transit can be arranged. The Canadian Office has also been written to, with a view to the establishment of a direct parcel exchange, vid Vancouver, instead of through London as at present. The only decided refusal to exchange by a direct service has been from Batavia; and although so near to our shores, any parcels for that country would have to be sent vid London and Holland. However, under these circumstances, the business is likely to be very small.

In view of the inquiries frequently made, it may be stated that the United States have no Parcel Post with the Australasian Colonies; but at the last Post and Telegraph Conference of the Colonies it was decided that action should be taken to induce that country to join in a system which is now almost universal.
Although the limitation of the Inland Parcel Service to those offices that are served by railway or steamer has to some extent curtailed the system and interfered with its growth, and the same may be said of the exchange with the United Kingdom and Foreign countries generally, confined as it is at present to one mail a month as compared with the weekly mails of the Southern Colonies, yet there has been the compensating advantage of a minimum cost of transit, giving as a result, probably, a greater net profit than would have resulted from a more extended but more expensive system.
As the result of the great care exercised in the packing and transmission of parcels those marked "fragile" having the protection of the baskets, &c., provided for that purpose there have been very few complaints of damage. This is particularly gratifying when the extent of seaboard and railway traversed, and the frequent transhipments involved in the conveyance of parcels to distant places, such as Croydon, Burketown, or even Hughenden or Longreach, is considered. It should also be stated that no parcels have been lost while in the custody of the Department.

It may be claimed for the Parcel Post system that it has proved, despite the severe commercial depression, not only a useful adjunct, but also an actual incentive to business, and the following figures will prove conclusively the growth of the system since its initiation and its advance in the estimation of the public of this Colony. It is confidently anticipated that, with any return of commercial prosperity and increased activity in business, a more rapid development will take place, more particularly as the neighbouring Colony of New South Wales has now provided pro by legislative enactment for an intercolonial exchange of parcels, which will probably be brought into operation at an early date.

The annual statistical return shows that at the Chief Parcel Office there were received over the counter from the public during the year 25,604 parcels, weighing 96,475 lb., and bearing postage to the extent of £1,594 9s. 2d. If to this is added the amount to the credit of the office on parcels from the United Kingdom-viz., £210 7s. 3d. the earnings of the Chief Office alone on account of this new business will be seen to be £1,804 16s. 5d.; credit must also be taken for £839 3s. 8d. collected by the officers of the branch for Customs duty on parcels received from beyond the Colony. In addition to parcels received over the counter, 9,061 were received from other Queensland offices, 1,716 from other Colonies, and 1,346 British and Foreign parcels; of the parcels received from beyond the Colony the declared value was £5,304 18s. 3d. Twenty-nine thousand five hundred and fifteen parcels were sent from Brisbane to other offices in the Colony, 904 to other Colonies, and 835 to British and Foreign places. Parcels beyond the Colony had the declared value of £1,258 11s. 9d. Five thousand three hundred and forty-nine (5,349) parcels were delivered in the city and suburbs by contract with the City and Suburban Parcel Delivery Company, and 1,102 over the counter at the office.

The totals dealt with in in the whole Colony, as far as can be ascertained, are as follow:-For delivery within the Colony, 58,988 parcels, weighing 147,174 lb., and bearing postage to the amount of £2,376 17s. 7d. Intercolonial parcels, 1,038; weight, 2,826 lb.; postage, £79 13s. 7d. British and Foreign parcels, 1,338, weighing 3,490 lb., and bearing postage £140 12s. 2d. Received from beyond the Colony 1,730 parcels, weighing 5,662 lb.; and 2,557 British and Foreign, weighing 7,079 lb. Total Customs collections, £1,050 8s. 9d.

The Chief Office dealt with 28,676 parcels, and all the other parcel offices in the Colony 36,985 parcels. It is somewhat remarkable that, although rather more than half the parcels were dealt with out of Brisbane, yet the weight of country parcels amounted to only 59,330 lb., while those of the Chief Office weighed 106,901 lb.; and, of course, the postage collected in Brisbane was proportionately heavy, being £1,594 19s. 2d. as against £1,002 4s. 2d. in the country.

In addition to the £2,597 collected for postage, the balance to the credit of Queensland on the exchange of parcels with other countries was £329, making the total earnings on Postal account £2,926; and, including the Customs duty, £1,050, the total revenue collected was £3,976.

Travelling Post Offices in 1892

An excerpt from the Report of the Post and Telegraph Department of Queensland for 1893 on problems associated with the TPO service in that colony

TRAVELLING POST OFFICES.
The posting boxes in the travelling post office carriages and on the platforms of the various railway stations were provided for bond fide late letters, and not for those which ought in the ordinary course to be posted at the local offices of the various towns through which the railways pass; but it was found that these postal facilities were being misused, and that persons living nearer to a railway station than to the post office, or those whom business or curiosity drew to the stations on the arrival and departure of the trains, and even office boys, who found it more convenient to use the boxes on their way home by rail than the post office which was more out of their way, posted the whole of their correspondence in these receptacles, including that portion that could not be dealt with by the travelling post office. This practice attained such dimensions that it either had to be checked or additional assistance provided at considerable expense to cope with it, and it was decided to enforce the payment of the late fee of one penny on all inland letters posted in these receptacles, while those for places beyond the Colony had to bear one additional rate. It may be as well to mention that these fees are the lowest in the Australian Colonies, and are less than the fee (two pence) required to be paid in cash on letters sent loose by trains in the United Kingdom.

The desired result has been obtained, as shown by the decrease in the number of letters posted in the travelling post offices during the past year; while the considerable number still posted shows conclusively that the fees have not interfered with the legitimate posting of bond fide late letters.

In the offices on the Southern and Western Railway there were 134,465 fewer letters posted than in 1891, the numbers being 223,350 in 1891, and 88,885 in 1892; packets and newspapers decreased by 87,834. Letters officially registered fell off by 344, while those registered on application showed a slight decrease, the numbers being 1,497 in 1891, and 1,480 in 1892. The falling off in the number compulsorily registered was caused not only by the general diminution in the numbers posted, but also by the operation of the amended postal laws, which, unlike those of the other colonies, do not require letters containing bank notes to be registered.

Mails received and despatched show an increase of 2,227 and 1,849 respectively; while the letters received increased by 114,846, many of these being delivered to railway camps and gangs, and at places where there are no post offices. To persons so situated the travelling post office is a great boon.

On the Central line there was a decrease in the number of letters posted of 17,667, and of packets and newspapers of 56,057; while letters officially registered fell off from 197 in 1891 to 112 in 1892. Letters otherwise registered in 1891 numbered 2,666; in 1892 there were only 2,009, being a decrease of 657. The mails received and despatched increased by 642 and 627 respectively, and the letters received numbered 195,070, being an increase of 29,738 as compared with the previous year.

The English and Foreign correspondence dealt with by the Southern travelling post offices continues to increase; the numbers for 1892 being 20,493 letters, 1,719 packets, and 9,580 newspapers, as compared with 15,116 letters, 1,021 packets, and 6,369 newspapers during 1891. (Report of the Post and Telegraph Department of Queensland for 1893)

14. All vehicles, horses, boats, and other requisites to be employed in the conveyance of the mails shall at all times be subject to the inspection, and be liable to the approval or rejection, of the Postmaster-General, or such person or persons as he shall appoint for that purpose.

15. The Contractor shall not carry or convey, or allow to be carried or conveyed, in and by any one of the vehicles employed in the mail service, a larger number of passengers, exclusive of the driver, than authorized by the said Postmaster-General, nor allow the said vehicles to be loaded with luggage. And in the event of any delay ensuing, or being likely to ensue in the de livery of the mails at their destination from the carrying of passengers in the said vehicles, the Postmaster-General may limit the number of such passengers or forbid any being carried or conveyed, and that no authority granted for passenger traffic shall be taken as an excuse for failure in the due performance of the mail service or of this contract. And if the Contractor or the driver of any of the said vehicles shall at any time permit or suffer a greater number of passengers or quantity of luggage or goods than authorized by the Postmaster-General to be carried or conveyed therein, the Contractor shall forfeit and pay a sum not exceeding Twenty pounds for every such passenger, or corresponding weight of luggage or parcel, so carried or conveyed beyond the number so authorized.

16. The Contractor shall not receive or convey, or permit to be received or conveyed, either directly or indirectly, any letters or packets containing letters, or any articles subject to postage, except such as shall have been delivered under the authority or by the direction of the postmaster for the district, or his deputies, and except as hereinbefore excepted; and that in case the Contractor shall allow his servants, agents, or drivers to con vey such (unless under instructions from the Postmaster-General, or his authorized officer, in writing), the Contractor shall forfeit 10 per cent. on the amount payable for the service on the road or combined roads on which the offence may have been com mitted ; and the Contractor shall also forfeit and pay a sum not exceeding Five pounds for each letter, packet of letters, or articles subject to postage so received, conveyed, or delivered, either by him or his agents, drivers, or servants, contrary to these conditions, and also the like penalty for every failure in the delivery or conveyance of loose letters and bags duly tendered according to custom.

18. The drivers of the said vehicles, and the riders of the said horses, shall be provided with a horn, which shall be sounded to give notice of the approach of the mail to the different stations, and to clear the road from obstructions to its progress.

19. The Contractor shall forfeit and pay the sum of Five shillings for every five minutes' delay (after the first five minutes) from the specified time of starting or receiving the mails, unless such delay be caused by the instructions of the Postmaster General or one of the district postmasters, or awaiting the arrival of an overdue mail.

20. The Contractor shall forfeit and pay the sum of Five shillings for every delay of ten minutes (after the first ten minutes) from the specified time for the delivery of the mails (unavoidable accidents and such delays as may be occasioned by the postmaster in delivering the said mails always excepted), unless the delay be under the authority of a member of the Post Office Department; and the certificate of the officer of the Post Office Department under whose notice the irregularity comes is to be taken as evidence and proof of the time of arrival or departure.

And the Contractor shall also forfeit and pay the sum of Ten pounds when and as often as any such deficiency as aforesaid shall occur.

22. The Postmaster-General shall have the power to deduct from any amounts falling due to the Contractor any sum not exceeding Ten pounds for any breach whatsoever in this contract not hereinbefore specially provided for; and also, that it shall be lawful for the Postmaster-General, from time to time, to appoint any person or persons to perform all or any of the acts required under this contract to be performed by him.

24. All or any of the penalties or forfeits and sums of money, although arising from the neglect, or misconduct, or breach by drivers or servants, shall or may be imposed and declared forfeit, and levied by the said Postmaster-General or any person or persons appointed by him for that purpose, upon his or their sole authority; and all such sums of money so imposed and declared forfeit shall and may be, by the said Postmaster General, deducted and received from all or any of the payments to be made to the Contractor under and in pursuance of his contract; and it shall and may be lawful for the Postmaster General to deduct the same, or to proceed for the recovery thereof in any court of law in the State of Queensland.

The Postmaster-General shall at any time during the continuance of this contract have the option of re-arranging, increasing the frequency, and of changing the routes of the ser vices to be performed thereunder, or of reducing the frequency thereof; and if such re-arrangement and change of route shall increase or lessen, or if such reduction in frequency shall lessen the distance to be travelled by mail vehicles or horses, or if the

frequency be increased, a proportionate increase or reduction, as the case may require, may be made in the amounts to be paid under this contract, computed upon the basis of the mileage rate of the contract. The Postmaster-General may, however, contract or agree with any person other than the Contractor for any increase in the frequency of such services; and the Contractor shall have no right to demand that any increased frequency in any of the services contracted for by him shall be carried out by him at the contract or any other rate.

26a. In the event of it being found necessary, from any cause, to absolutely cancel a contract, the Postmaster-General shall have full power to do so, provided that, unless the contract be cancelled on account of any fault on the part of the Contractor, payment shall be made to the Contractor as compensation of a sum equal to 10 per cent, of the moneys which would have become due on the unexpired period of the contract if the latter had been continued for the full term for which it was accepted.

27. Upon the Contractor performing the contract, the amount for which the Contractor in the tender offers and agrees to perform the services required will be paid to the Contractor by equal quarterly payments, less any sum or sums to be deducted for fines, forfeitures, or penalties

29. The Contractor shall not' be entitled to claim any extra payment on account of the removal of any Post or Receiving Office during his contract, unless such removal shall increase the length of the service (one way) to the extent of at least one mile.

He is also prohibited from carrying opium or any preparation thereof, unless medicinal.

31. The way-bills are to be handed to every postmaster on the line of road, or where required, for the time of arrival and departure to be filled in, and must be delivered to the postmaster at the terminal office. The Contractor will be fined Ten shillings in every case where he fails to produce the waybill, and the loss of the same will not be taken as an excuse.

32. When it is not practicable for mails to be conveyed by vehicle, Contractors must make provision for their conveyance by packhorse or other means.

33. Only white labour is to be employed in the conveyance of mails, and such rates of wages are to be paid and such working conditions observed as are recognised in the locality in which a contract is being carried out.
